First off, 10 to the second power is 100; if you didn't know. There are 2 zeros in 100 which means you have to move the decimal point 2 digits to the right. 34.6 would turn into 3460

Since it's 10 to the 2nd power, you just move the decimal places 2 places to the right.

So the answer is 3460
