The equation of y=1 would work, but any value would work. x=-3 is going to be a straight line 3 left of the axis. So when y is any value, it will make a right angle with it.

Perpendicular lines have 'opposite reciprocal' slopes. This line has a slope of -3 so the opposite reciprocal would be POSITIVE 1/3
