Tadpoles have not developed legs yet and Frogs have
Tadpoles have gills and Frogs have lungs
Tadpoles are more of a fish and Frogs are amphibians

tadpoles have gills and a long tail and have no arms while frogs have arms and legs and no tail or gills. Frogs can go on land and tadpoles can't.
