Therefore, the answer is 3.5 as a decimal.

To convert a percent into a mixed fraction, you first write down the percent divided by 100 like this: percent 100.
Then, if the percent is not a whole number, multiply both top and bottom by 10 for every number after the decimal point.
Finally, simplify (or reduce) the faction.
Therefore, the answer is 3
