30% as a fraction is 3/10. Don't know exactly how to explain, but the steps to converting it is:
1. 30% = 30/100
2. 30/100 converted to a decimal = 0.3
3. 0.3 / 1 x 10/10 = 3/10.
Just simply use the percent to fraction method. If you have a problem like this in the future, just remember these steps:

Step 1: Write down the percent divided by 100. Step 2: If the percent is not a whole number, then multiply both top and bottom by 10 for every number after the decimal point. Step 3: Simplify (or reduce) the fraction.
Hope this helps!

30/100 which simplifies to 3/10. a percentage is a fraction out of 100, and 30/100 divided by 10/10 (equal to one) is 3/10
