Explanation:

Perpendicular lines have slopes that are negative reciprocals of one another

so slope is 1/3

then y = 1/3x + b

Using (3,-1) => -1 = 1/3(3) + b

-1 = 1 + b

b = -2

so y = 1/3x -2
