The rates are not equivalent because 60 is double of 30 the absences must be 17 times 2. But 17 times 2 is 34 so they cannot be equivalent.

no because if you look at 30 & 60those are half-friends 30 is half of 60 so, look at 17... ... keepthat in your head..... ..... 17 x 2 is 34 so 17 is NOT equevilent to 42.
