The first one is correct because the form is y-y1=m(x-x1)

Point slope format tell us that
y - y1 = m( x - x1)

Where (x,y) can be any point, and (x1, y1) is always the given point or known point.
In this case, point (2,4) is the given point and the slope of 3 is the "m"
Thus,
y - 4 = 3 (x - 2)

Hence, equation number is the correct answer.
