The ratio would be 4:3 because 7 can go into both 28 and 21. When you divide 7 by 28 you get 4 and 21 you get 3.

Ratios can be expressed in the form a:b or a/b
Jake sold 28 tickets and Jeanne sold 21. And we told to make the ratio Jeanne to Jake.
21:28 or 21/28
Simplify: Divide top and bottom by 7
Now the answer is 3:4 or 3/4
