I'd say #2 is the active version of #1. ------------------ Thank you for your help. What about 1-2? Can it be an active voice sentence for #2?
1. The road is closed for construction. 1-2. The road has been closed for construction. 2. The city has closed the road for construction. What about the following? In this case, can #5 be the active version for #4? 4. The city closes the road for constuction from time to time.
5. The road is closed for construction from time to time by the city.
