In a function the x value will not repeat. The answer is B.

A set of ordered pairs is not a function if the same x value has a different y value with it.
In a set A ) we have: ( - 1, 3 ) and ( - 1 , 5 ). In C ) we have ( 0.5, 1.6 ) and ( 0.5, 3.6 ). In D ) there are ( - 5 , 4 ) and ( - 5 , 2 ).
Answer:
B ) { ( 5 , 3 ), ( - 6, 3 ), ( - 2 , 4 ) }
