Is a piecewise function still a function if it contains a vertical line

The line that contains those two points is x = 7, it is not a function though because it has an infinite number of ys for one x. And even if the relation were only those two points, it would STILL NOT be a function (two values of y for one value of x)

function must pass the vertical ine test

it cannot pas through 2 points on the function for any 1 vertical ine

if it has a vertical ine, it automatically fails
