What are rates? Can someone please explain discreptively?

A rate is something like 60 km/h.

A ratio are two numbers in the same unit being compared to one and another (for example, 2:18). A rate are two numbers in different units being compared to one and another (for example, 2 corn cost $1. The units are different, one is a number of items/objects and the other is a price).
