perpendiclar means has slope that multiplies to -1

y-y1=m(x-x1)
m=slope

y-4=(5/2)(x+3)
slop eis 5/2
5/2 times -2/5=-1

y=mx+b
m=slope

other line is
y=(-2/5)x+b
find b

(-7,8)
(x,y)
8=(-2/5)(-7)+b
8=14/5+b
minus 14/5 from both sides (8=40/5)
26/5=b

the equation is
y=(-2/5)x+26/5
