The answer is B) 6.009 x 10^-4

What you do is move the decimal over until the number has a whole number before the decimal.

The number of places you move it to the right becomes the exponent of the 10 (That would be 4 in this case) Since we moved the decimal to the right, it is a negative 4.

This process would be similar if we were addressing a number like 1230000.0

We move the decimal to the left until it is 123.0

We moved it left 4 times, and since it is going to the left, it is a positive exponent, so it would be 123.0 x 10^4
