when a man entertains adultery in his disires and thoughts and intends to consumate the act but fails did he incur any moral guilt, and is she/he morally responsible accountable on his act ? answer should be base on ethics

Yes, he still gains moral guilt. This is based on the fact that attempted murder is punished in our judicial system.
