You just use a simple proportion

5 / 3 = 20000 / x
This becomes 5x = 20000 * 3
Which becomes 5x = 60000, which means that x = 60000/5,
So x= 12000.

This means that if there are 20000 cat owners, there are 12000 dog owners.
