60 - new price
100% - total percentage
x : 35 = 60 : 100
100x = 60*35 (crossover multiplication)
100x = 2100
x = 2100 / 100
x = 21
The price of the item now is 21$.
Or you can do it this way:
65% of $60 = 0.65 of 60 = 39; 60 - 39 (how much it was discounted) = 21 (the new price)
