Write y+4=2/3(x+7) ...?

y+4=2/3(x+7)

Multiplying both sides by the denominator which is 3:
3(y+4) = 3(2/3) * (x+7)
3y+12=2x+14

Subtract 3y:
12 = 2x - 3y + 14

Subtract 14
-2 = 2x - 3y
