why is it that the restoring force comes into action only after the applied external force is removed, from an elastic body? ...?

Technically, the restoring force is always in action.

But because the restoring force is always proportional to the extension, there will be a point where restoring force will be equal to the applied force.
This will make the spring to seek a new equilibrium position
