Parallel lines have equal slopes.

2x-3y=6 \\-3y=-2x+6 \\ \\y= (2)/(3) x-2 \\ \\m= (2)/(3) \\ \\(-3,1) \Rightarrow x_1=-3,y_1=1 \\ \\y-y_1=m(x-x_1) \\ \\y-1=(2)/(3)(x-(-3)) \\ \\y-1=(2)/(3)(x+3) \\ \\y-1=(2)/(3)x+2 \\ \\3y-3=2x+6 \\ \\2x-3y+9=0
