move the decimal over three places to make a whole number. Then put over 1000(matching number of zeros to number of places moved. Then simplify.
You should be able to simplify 275/1000 to 11/40 by dividing each by 25

Well, the number is decimal form, is in the thousandths place, so the denominator, would be 1000's:
0.275 = 275⁄1000
Then, you have to Simplify 275⁄1000 In which, you would get:
11⁄40
