If the motion of a car, on a position vs time graph is represented by a horizontal line this means, the object is not moving, although time is passing by, the object would be in the same position as where it extends on the y axis, or from the position axis on the graph. Basically, there is slope is 0 and as a result there is no velocity for the given object, it is at rest.
