The statement is true.

Within sociology, gender studies have focused on the study of the ways that gender roles are socially constructed. In doing so, the interpret cross-cultural variations as evidence that being a man or a woman means something different in every society as well as in every historical period. Evidence demonstrates that while sex, male or female, has a biological backround, gender, however, is a social construction.
