The correct answer is Stokely Carmichael. Carmichael was civil rights activist, leader of Black Nationalism in the United States in the 1960s. Though at the beginning he supported Martin Luther King´s nonviolent approach to desegregation, disillusioned and frustrated after witnessing beatings and murders of several civil rights activists, in 1966, he started promoting Black Power to describe a more radical approach to civil rights and allied himself with the militant Black Panther Party.

Depending what you mean by 'activist', it's likely Stokely Carmichael, who later became known as Kwame Ture. The first known usage of Black Power was by author Richard Wright.
