The correct answer is the winner did not receive 1680 votes. You get this by first multiplying 4200 by 3/5. Then you take that answer and subtract it from 4200. This gives yo your final answer which is 1680. Hope this helps.

The winner received 3/5 so to find out what he didnt you do 1-3/5 which is 2/5 and then find 2/5 of 4200.
2/5 x 4200 is 1650
