The Romans were tired of years of fighting against Tarquin the Proud, the last king of Rome (and others); they decided to rule over themselves. It was then the Republic, their new form of government was formed. Everyone could vote for leaders. So that they could be read but not changed, it was engraved on twelve stone tablets.
