My answer to this question is:

Option B uses similes to compare the police to gardeners. Example: "As a gardener protects a new plant from a strong storm, the motorcycle police protectively surrounded the line of school buses from the angry bystanders." The whole sentence is a perfect example, the author of the sentence said that the police are protecting the school buses from the angry bystanders, like how gardeners protect their crops from storms.
