The answer is B) 10.5.
Here are the steps I used.
1. Add 17 to both sides ( 2x = 4 + 17)
2. Simplify 4 + 17 to 21 ( 2x = 21)
3. Divide both sides by 2 ( x = 21/2)
4. In decimal form its 10.5

Add 17 to both sides.
Now simplify by adding applicable things on both sides. You now have
Now divide both sides by 2 to isolate the x.
This is, in decimal form, 10.5; solution B.
