Answer:

they are parallel

Explanation;

You would have to get the Y by itself in the bottom one so go

2x-3y=-3

-2x -2x

-3y=2x-3

_________

-3 -3

_________

y= -2/3x+ 1

and they are the same equaion

so they end up parallel
