I have reasons to believe that the answer is unsaturated solution.

When a solution is saturated, it means that it has reached the maximum amount of solute that a solvent can dissolve. Anything before this point will be unsaturated.

Dilution on the other hand is increasing the volume of the solvent, which decreases the concentration of the solute. The question does not talk of decreasing any substance's concentration nor does it talk of increasing the solvent.

It talks about a solution that has not yet reached its saturation point.

Answer:

C. Dilute Solution

Step-by-step explanation:

That is a dilute solution because an unsaturated solution does not have any solute, while a saturated solution has so much that if you add any more solute, it cannot dissolve it any more.

It is either Dilute Solution or Concentrated Solution because both of them have less than the maximum amount of solute. But I think that It is Dilute Solution because the Concentrated Solution has a large amount of solute but not enough for it to not dissolve. But in the Dilute Solution you can still add a lot of solute until it becomes too packed that it cannot dissolve anymore.
