What is the effect of Winston's inner debate over how to honor Comrade Ogilvy in the book 1984

Comrade Ogilvy is Winston’s fictitious hero. He decides not to give the comrade the Order of Conspicuous Merit. However it is too much trouble for Winston. Because he creates much evidence for the person without an objective existence. The irony is that Comrade Ogilvy exists authentically, and upon the same evidence.

In the book 1984, the effect of Winston's inner debate over the honor of Comrade Ogilvy was Life in the Oceania province of Airstrip One. It was a world of perpetual war caused Winston to mimic the larger one around him.
