When he is young he is thoughtless about the other, he only wants glory, but when he is a great ruler he is aware more about the people and cares about their safety. He becomes mre mature throughout the poem. Hope this helps

The Louisiana territory had a vital port for ships to land at. Also there was a lot of land there which could be used for crops and many other things.
