y = mx + b
slope(m) = -5/3
(0,1/3)...x = 0 and y = 1/3
now we sub and find b, the y int
1/3 = -5/3(0) + b
1/3 = b

so ur equation is : y = -5/3x + 1/3 <== slope intercept form

or if u need it in standard form :
y = -5/3x + 1/3
5/3x + y = 1/3 ...multiply by 3
5x + 3y = 1 <== standard form
