You mean Salt, right?
Salt helps remove ice from the roads, making is safer to drive on.
Putting Sand on roads would, if anything, make them even more dangerous.

Sand is used as a way to keep traction for the cars that pass through the streets. The sand works to keep cars on the roads and prevent any major accidents that may occur.
