Since it doubles every three years, then it increases by 1/3 every year.
The continous grwth rate is 33.3%

Let the wind generating capacity be W and the number of years be t, then
W = 86000(1 + 2/3)^t = 86000(1.33)^t
W = 86000(1.33)^t
