graph of y = -3/2x - 7 has a slope of -3/2.
For perpendicular lines the product of the slopes is -1.
m1m2 = -1
-3/2m2 = -1
m2 = -1/(-3/2) = 2/3

The required equation,
y - (-2) = 2/3(x - 3)
y + 2 = 2/3x - 2
y = 2/3x - 4
