It would be the last one. All male citizens could vote in the city assembly regardless of wealth. To be a citizen in the Athenian democracy, you have to be a free white male.

Answer: All male citizens (...) regardless of wealth

Explanation: In the 5th century BC, the city of Athens became a democracy, that is, a city ruled by its citizens (demos). So that everyone, even the most economically disadvantaged, could participate in the city government, Pericles instituted the payment of a small sum of money to all public offices, assuring everyone´s participation and take decisions.
