We know that:

*Matt wants to shave 2 1/2 minutes= 5/2 minutes=2.5 minutes

*He managed to lower his overall time is 21 1/5 minutes to 19 1/4 minutes.

Then, subtract 21 1/5 by 19 1/4:

\begin{gathered} 21(1)/(5)-19(1)/(4) \\ =(105+1)/(5)-(76+1)/(4) \\ =(106)/(5)-(77)/(4)=(39)/(20) \\ (39)/(20)=1.95\text{ minutes} \end{gathered}

So he managed to lower his overall time by 1.95 minutes, How many more minutes does Matt need to shave 2.5 minutes?

2.5-1.95=0.55\text{ minutes}

He needs 0.55 minutes more to achieve his goal of shaving 2.5 minutes.
