Hoover worked as a messenger for the Library of Congress from 1913 until 1917, when, at the age of 22, he was admitted to the Washington D.C. bar and earned a position in the Department of Justice

Good Morning!
Hoover first worked at the Library of Congress and before joining the FBI he was an employee of the State Department of Justice.
