The function f{x} = x can be represented by the graph

The graph of f{x}=x is a straight line passing through the origin

To translate this function f{x} = x, 9 units to the left you add 9 to f{x} to get;

g{x} = x+ 9

Then 4 units down you subtract 4 to get

g{x} = x + 5
