What is 3/8(1/5x-2/3y+4), please explain thank you

First you have to expand the brackets by multiplying everything inside by what is outside (3/8) so it becomes:
3/40x-6/24y+12/8
The fractions can then be simplified to:
3/40x-1/4y+1 1/2
