You could do it 2 ways:

1:
Find 1% of 300
To find 1% move the decimal point 2 places to the left.
300 ==> 3.00 or 3

Next you multiply that number by whatever amount percent you need.
In this case:
3(4) = x
12 = x

300(.4) = x
12 = x

I prefer the first one, but it's your choice.
