- 40/100 can become 4/10 when divided by 10, then 4/10 can become 2/5 if you divide by 2

40/100 in the simplest form is 0.4.
Math:
Think about it this way.
4/10 is 0.4 because 4 into 10 goes into 10 4 times, since you need to make it a decimal.
