The graph of -7 < 2c-1 < 10 would have closed dots on -7 and 10. Is it True or False

The answer is false. This is because closed dots means that it is exactly that number. To solve this equation, first add one to -7 and 10.

-6<2c<11

Now, divide each side by 2

-3
The closed dot would not be -7 or 10 because c is not between -7 and 10. It would be an open dot, for open dots represents that the number is not exactly between numbers, but very close to a number. In this case, there would be open dots between -3 and 5.5
