Americans always valued the importance of state and local control and were fearing the expansion of federal power during the 1960s. Richard Nixon took advantage of this sentiment and promised voters that he would restore "true federalism", by developing a program of returning power to the state and local governments. Devolution began slowly in the 1970s and 1980s, first under President Nixon and later under President Ronald Reagan. Both presidents tried to shift power back to the states by encouraging them to write their own “recipes” for solving problems.
