Hint: Perpendicular means the slope is an opposite reciprocal

m=-1/5

Plug in (-10,3) to a regular formula y=mx+b

3=(-1/5)*-10+b
3=2+b
-2-2
1= b

y=-1/5x+1

Answer: 3
