65,000. This is because the first place is ten then hundred then thousand. If the number is 5 and above round up lower than 4 round down to nearest number.

The answer would be 66,000 pounds of dye because in the number 6(5),492 the thousandths place is 5. Since the number is 5 you use the rule "5 and up round up, 4 and down round down."
