y = -2x + 4

Explanation:

Perpendicular lines have slopes that are negative reciprocals of one another. So m = -2

Using (3,-2)

Slope-intercept: y = mx + b

-2 = -2(3) + b

-2 = -6 + b

b = -2 + 6 = 4

then y = -2x + 4
