even though this was a long time ago, i will help the new people looking for the answer to their FLVS test,

The answer is 2:5, why?

it says 4:10 in the simplest form, none of that asks to add that together,

2:5 is the simplest form of 4:10 here is how you simplify that:

The GCD of 4 and 10 is 2.

4 ÷ 210 ÷ 2.

The reduced fraction is, 25. so, 4/10 simplified to lowest terms is 2/5.

Hope this helped <3
